New Cities; Goals, Approaches

After the victory of the Islamic Revolution, the lofty goals of the Islamic Republic of Iran in expanding and deepening justice in all areas and meeting the basic needs of the people, especially housing, as well as the country's conditions and issues such as; high population growth rate and extensive migration to urban areas, uncontrolled expansion of existing cities, especially metropolises, disorganization of the settlement system and spatial organization of human settlements, intensification of the need for urban housing construction and limitation of non-agricultural land within cities and their immediate lands, necessitated the creation of new cities as one of the basic strategies of urban development. Accordingly, with feasibility studies and legal and structural preparations, the creation of new cities with the following objectives was put on the agenda:

1. Refinement of the mother city to organize its development and absorb the overflow population of the mother city

2. Preventing uncontrolled rise in land prices in large cities

3. Reducing pendulum commutes between large cities to their surrounding industrial areas, reducing traffic and preventing waste of time and costs resulting from it

4. Creating grounds for implementing Article 31 of the Constitution for low-income groups to become homeowners

5. Promoting mass construction in the development of residential complexes

6. Preventing the destruction of agricultural lands and fertile soil due to uneven development of large cities

7. Implementing new patterns in design and execution and using new technologies in building design and construction in creating cities

The plan to build new cities with pre-planned programming was approved by the Cabinet of Ministers on March 15, 1986, and in order to policy-making, management and guidance of creating new cities to achieve the above objectives, the New Cities Development Company was established on June 18, 1989. Then, affiliated companies were established to pursue the design, construction and management of each new city.
